If your criteria for success is to be better than the base game, then you don't understand mods. It will never be as fun to play as Alyx, but it doesn't have to be. It only needs to bring the experience of Alyx back out of VR into a traditional first person game. That won't be as fun, but it will still be valuable.

Official word is play at least HL2 (iirc if they said anything about Episode 1). That's about the timeframe where HL Alyx plays. I’ve never played Half Life 1 but have played everything from 2 onwards. Most of Alyx does work on its own as a game without needing to know too much about the previous games.
